What are the rules for air conditioners in the UK?
Four rules cover domestic air conditioning: refrigerant work must be done by F-Gas certified engineers; the outdoor unit may need planning permission since cooling units fall outside permitted development; leaseholders need freeholder consent for external units; and the system must not cause a noise nuisance, which councils can act on at night. Commercial systems over 12kW add mandatory TM44 inspections.
F-Gas is the rule with no exceptions: installing, commissioning, repairing or decommissioning the refrigerant circuit is certified work by law. The certificate exists because refrigerants are potent greenhouse gases when released, and because R32, today's standard refrigerant, is mildly flammable and needs handling competence.
Planning is the rule with texture. Houses in England lack an automatic right for cooling condensers, conservation areas tighten everything, and flats have no permitted development at all. Noise is the rule that bites after installation. A condenser producing audible noise in a neighbour's bedroom at night can become a statutory nuisance, and councils have powers to require abatement. Modern units are quiet, 45 to 50 dB(A) close up, but placement against a party wall or under a neighbour's window is how quiet units still cause loud disputes. We treat night-time noise as a design constraint, not an afterthought.
Everything else people worry about is manufacturer instruction rather than law: electrical connection standards (BS 7671, certified), condensate disposal, service intervals for warranty. And for landlords: nothing prohibits air conditioning in rentals; portable units plugged into overloaded extensions cause more problems than any installed system.
